Senate Of Wyoming Passes Bill Prohibiting Gender Changes For Minors

A bill that would outlaw gender transitioning and reassignment surgery for anybody under the age of 18 in Wyoming has been approved by the Wyoming Senate.

The “Chloe’s Law” Senate File 99 is now being considered by the Wyoming House of Representatives. Sen. Anthony Bouchard [R-Laramie County] is the one who is sponsoring it. Co-sponsors consist of:

Representative(s) Andrew, Davis, Heiner, Hornok, Jennings, Knapp, Locke, Neiman, Niemiec, Ottman, Pendergraft, Penn, Rodriguez-Williams, Slagle, Strock, Styvar, Trujillo, and Winter; Sens. Biteman, Boner, Brennan, Dockstader, French, Hicks, Hutchings, Ide, Kinskey, Kolb, Laursen, D, McKeown, Salazar, and Steinmetz.

If a person is under the age of 18, the measure expressly prohibits both gender reassignment surgery and the use of medications to change a person’s sex. Genetic disorders and a few other medical issues are covered under medical exemptions.

During the bill’s floor discussion, Sen. Lynn Hutchings (R-Laramie County), one of the bill’s co-sponsors, discussed Chloe’s (the bill’s named recipient) statement regarding her 13-year-old transformation into a boy through medical procedures.

Chloe will have to deal with the consequences for the rest of her life, according to Hutchings. “She claimed that because she chose not to completely transition, she will always have a deep voice. That bulging Adam’s apple will belong to her. She had her breasts removed, and I believe she mentioned, when she was fifteen, that she needed to wear bandages every day because of the leaks.”

Senator Chris Rothfuss (D-Albany County) voiced opposition to the bill. Ultimately, this law gives the state the ability to intervene on behalf of children in disagreement with their healthcare practitioners and between parents and children. To be honest, this appears to be completely at odds with the policies that this legislature and chamber have supported in previous years.”
