The Bhutanese government implemented a strict ethnic cleansing program against its Nepali citizens in the 1990s. Ethnic Nepalis were prohibited from teaching their language and were compelled to embrace the national culture under the one nation, one people policy because they were perceived as illegal migrants or anti-nationals.

Widespread unrest was caused by political tensions, and soon the government began using cruel and harsh methods against the Nepalese, like as beatings, rapes, and home destruction.
