Justin Douglas, an activist turned elected official, is still upending the county administration a year into his first term as a Dauphin County Commissioner.

Douglas was promoted to chairman of the board on Wednesday with the help of fellow Commissioner Mike Pries. By doing this, he succeeded six-term incumbent Commissioner George Hartwick, who was elected chair of the board after he and Douglas secured a Democratic majority for the first time in over a century.
