A well-known political strategist was charged by Dauphin County Commissioner Justin Douglas on Wednesday of embezzling county funds by accepting grant money from a program he manages.

Since 2008, Mike Musser II, a consultant, has been in charge of the Dauphin County Industrial Development Authority’s gaming grant program. He receives $5,000 a month to evaluate applications and assist candidates with the selection process.

The Dauphin County Redevelopment Authority has also been paying Musser’s company, Community Networking Resources, $3K a month since 2019 to help with redevelopment plans for the former Harrisburg State Hospital grounds. This contract, which is funded by a gaming grant rather than a competitive bid process, was given to Musser’s company. To now, the deal has brought in $186K for Community Networking Resources, according to Douglas.
