Williamsport The alleged gunman in a double homicide in Williamsport is requesting that 14 of the 35 charges against him be dropped because there was not enough evidence at his preliminary hearing.

In an omnibus pretrial motion, Troy Bennett Bailey Sr., 58, of Williamsport, is also requesting that the district attorney’s office and all of the judges in Lycoming County recuse themselves.

A two-day hearing on the defense motion was scheduled on Monday under the direction of Judge Nancy L. Butts.

Bailey is accused of killing Ronald Dailey Jr., 37, of Jersey Shore, and Alisha Charee Seese, 37, of Williamsport, on January 11, 2024.

Bailey and co-defendant Muhammad Davis are charged with forcing Seese and Dailey into Dailey’s SUV just after 10 p.m. after they finished their shifts at Lycoming Engines in Williamsport, where they worked for a private security company.

After a brief drive, they arrived at the 1700 block of Terrace Place, where they were both shot several times.

The eight-year relationship between Seese and Bailey ended in December 2023 when she received the PFA after discovering that her children were being abused.

As a result, Bailey lost his job security at Lycoming Engines and was forced to leave the property they shared.

Randall A. Johnson, a security supervisor at Lycoming Engines who provided Bailey with Seese’s work schedule, and Bailey’s new girlfriend, Sandy Camille Perez, who police think disposed of the murder weapon, are also facing charges.

Stacey King is charged in a related case with lying to police and giving a false statement during Bailey’s preliminary hearing.

In a police interview, Davis acknowledged that he was in the SUV, but he says he heard gunshots as he was leaving.He is being held without bail, as is Bailey.

In the event that Bailey is convicted of first-degree murder, the district attorney’s office has submitted aggravating circumstances that will allow it to pursue the death penalty.

No one witnessed Bailey carrying a gun or shooting Seese and Dailey, according to the defense team’s filing notes. There is no evidence of the weapon used in the shootings.

According to the paper, detectives also used a jailhouse informant who was incarcerated in a county prison to determine whether Bailey was the sole perpetrator of the killings.

According to the complaint, the inmate said that Bailey told him he was a dangerous person, a ladies’ man, especially with married women, a crack dealer, a robber and murderer of drug dealers in Philadelphia, and a man who constantly had guns on him.

William J. Miele and Jeana A. Longo, defense lawyers, argue that charges of kidnapping, robbery and theft of a motor vehicle, weapons, and evidence tampering should be dropped since there is insufficient evidence.

They admit that Dailey had to drive his SUV, but they argue that since it was left unattended following the incident, he was not deprived of it.

They argue that District Attorney Thomas A. Marino’s office should be disqualified for remarks he made at a press conference on March 4 that they claim were unethical.

They claim that since there is no proof that Bailey was a gang member, Marino’s statement that he has zero tolerance for gang violence was inappropriate.

They also mention Marino’s statement at the press conference that Butts was one of his subordinates during his first stint as district attorney and that she has both prosecutorial and judicial expertise.

Bailey and Davis both want Butts to issue a gag order that forbids anyone connected to the case from speaking in public or sharing specifics with the media.
