According to Pennsylvania State Police, a Harrisburg man who is accused of randomly killing two innocent individuals in the city fatally killed another man at a Camp Hill jail on Wednesday morning.

Spencer Kassel, 35, was attacked and stabbed by 29-year-old Hezekiah F. Campbell at the SCI Camp Hill recreation yard. What Campbell used to stab Kassel, who was declared dead at 8:51 a.m., is unknown.

The murder on Wednesday is the third that Campbell has been charged with since March 2022, when he was suspected of shooting and killing 59-year-old Kenneth Cobb, a taxi driver, close to the Harrisburg Amtrak station at approximately 9:30 p.m.

According to his LinkedIn profile, Cobb had been running his own taxi business since 2007 and was well-known for being a cab driver at the station.

According to court documents filed against him in that case, Campbell returned home after shooting Cobb, admitted to the crime in his diary, and stated that it wasn’t the first time he had killed someone. Because of the seriousness of his charges, he has been detained since March 27, 2022, and his bail has been refused.

In 2024, while still behind bars, Harrisburg police accused Campbell of shooting Kathryn Krystal Person dead on December 28, 2021, at approximately 8:30 p.m., beneath the Mulberry Street bridge where she resided. At the time of her death, Person, 71, was residing in a homeless camp in Harrisburg.

According to police, the two Harrisburg victims were picked at random.

According to court documents, mental health assessments are still pending in both of Campbell’s prior homicide trials. Although Campbell has acknowledged in court documents that he walks outside and fires live rounds when he is angry or irritated, police are unsure of the motivation behind the crimes.

When Campbell was initially charged in 2022, his family expressed shock and bewilderment.

Hezekiah F. Campbell’s family told PennLive, “We’re still just really confused.” It’s all illogical.

Before his death, Kassel had been imprisoned at Camp Hill for less than two months. On December 9, he began serving a term of one to two years following a conviction in Centre County for severe assault.

Since Campbell was still on the Dauphin County Prison’s roster on Wednesday night, it is unknown how long he has been at SCI Camp Hill. Campbell has not been charged in connection with the murder that occurred Wednesday morning.
