About six years ago, when Cory Swan was in middle school, his mother received a letter from the Harrisburg School District alerting her to the increase in gang violence and student fights.

In order to protect Swan and his siblings from harmful influences in the city, Laci Chambers said she relocated her family first to Georgia and subsequently to Norfolk, Virginia. Before Swan informed her a year and a half ago that he was prepared to move back to Harrisburg to be close to family and old acquaintances, the family remained in the South.
